This year has been a division in the justice for the under age in conflicto with the criminal law, happened unexpectedly from the constitutional change of December 12, 2005, which signified a turn inside the national plan and that establish special emphasis in the conformation of the Integral System of Justice for this group of population, but given the large differences in the interpretation and purposes about how this system is built, is evident and necessary the constructive contribution to a technical-legal base with the criteria for the development of the content of an specialized branch of the Law, given the growth and importance of the subject.
