Instituciones y reformas electorales en México durante la primera mitad del siglo XX. Una propuesta de análisis desde la historia política

Abstract

El artículo propone, a través del estudio de las instituciones electorales, una relectura de la historia política mexicana en el siglo XX. Es decir, estudia la evolución de las prácticas políticas en México a través de la observación del desarrollo de sus instituciones electorales: leyes, autoridades y partidos políticos. Este análisis pretende dibujar ciertas líneas generales sobre la importancia del estudio de las instituciones y reformas electorales a la luz de la historia política y como instrumento de discernimiento sobre la dinámica político-electoral mexicana hoy día. Bajo esta perspectiva, el análisis evidencia que a través del estudio historiográfico del entramado legal que le da sustento a las instituciones electorales, se pueden explorar y explotar la investigación de distintos temas como son: la representación de las minorías, la dinámica legislativa y el papel de la oposición política en ésta, las propuestas de reforma electoral alternativas al ofi cialismo, entre otros; tópicos que consideramos del mayor interés para las ciencias sociales y las humanidades.This paper proposes, through the study of electoral institutions, a rereading of Mexican political history in the twentieth century. It analyzes the evolution of political practices in Mexico through observation of the development of its electoral institutions: laws, authorities and political parties. This analysis intends to draw certain general lines, perhaps imperfect and not very fine, on the importance of the study of the institutions and electoral reforms in the light of the political history and as instrument of discernment on the Mexican political-electoral dynamics today. From this perspective, the analysis shows that through the historiographic study of the legal framework that gives support to the electoral institutions, the investigation of different topics can be explored and exploited such as: representation of minorities, legislative dynamics and the role of the political opposition in this, the proposals of electoral reform alternatives to the officialdom, among others; issues that we consider to be of greatest interest to the social sciences and the humanities.
